DEVON COOLEY (Special Protection Unit) – Mobile Patrol Operations

Devon Cooley, Special Protection Unit - Mobile Patrol Operations On May 29, 2006, Captain Cooley while on route to conduct a routine patrol at the Howard & Western Shopping Center, was flagged down by a citizen at the intersection of Jarvis Street and Western Avenue.

The young lady who was in severe respiratory distress and having trouble breathing asked Captain Cooley for assistance. Captain Cooley pulled over to the side of the road and had the unidentified woman sit in the back of his vehicle. He then contacted 911 and requested immediate medical response.

Upon arrival of the Chicago Fire Department and Para Medics they quickly stabilized victim. The victim was rushed to Saint Francis Hospital for treatment. It was only then that we were notified that the woman was identified by Para Medics as an off duty civilian employee of the Chicago Police Department.

The Fire Department later contacted Captain Cooley to advise him that the woman would recover from her illness.

Captain Cooley's quick thinking, experience and concern for this woman reflect very positively on himself, our staff and the company.

JESUS ANAYA (Shopping Center Protection Unit) – Uniformed Protection Officer Division

Jesus Anaya - Shopping Center Protection Unit - Uniformed Protection Officer DivisionOn October 2, 2006, Corporal Anaya, while on routine foot patrol of a TSM protected shopping center was contacted by an employee of 'Forever 21', a tenant of the center who stated "that a man was exposing himself in the store to employees and patrons".

The suspect, a white male approximately 18-20 years of age wearing a long jersey t-shirt to his knees and baggy dark pants, was quickly spotted by Corporal Anaya who was on route to investigate the claim. A foot chase of the suspect lead to the suspect's vehicle which he used to flee the property.

Corporal Anaya, who was in contact with the Geneva Police Department via the 911 dispatcher, was asked to follow the suspect at a distance until police could arrive and stop the offender.

Corporal Anaya using his marked patrol unit followed the suspect until Geneva Police Officer arrived to stop the suspect by pinning the vehicle in behind another vehicle in heavy traffic.

The driver was returned to the center by police and positively identified by store employees as the suspect. The suspect was charged with committing an indecent act and attempting to evade lawful arrest by fleeing authorities. In addition, Geneva Police state that the individual in question was being investigated as a suspect in another incident that occurred recently in the local area.

Corporal Anaya showed tremendous tenacity, vigilance and resourcefulness in coordinating the apprehension of this suspect. His quick thinking and professionalism reflect positively on himself and Total Security Management.
